As an aspect of public international law, ICJ focuses on acts prohibited under international for which individuals are held responsible. Individual criminal responsibility is the primary goal of ICJ, thus ICJ has two aspects; prohibition of acts and accountability mechanisms. ICJ has developed rapidly in the past decade especially with regard to the accountability aspect. Norms prohibiting international crimes have existed for decades, for example the Genocide Convention was concluded in 1948.
